The Trade Strategy (solution)

A trade strategy that works for America!


THE ESSENSE OF OUR PROPOSED TRADE STRATEGY/SOLUTION IS THIS:

U.S. business can import ONLY the types of products they produce and sell

and...

each manufacturer's import percentage of "their own sales" would be limited to the current national import percentage for that type of product.

Over several years, the import percentage for each product category could be reduced until the desired BALANCED TRADE is achieved for the United States.

However, in sensitive industries such as defense, the import percentage should be reduced until the industry is purged of all imports. Our defense systems and all components should be made IN AMERICA, BY AMERICANS AND IN BUSINESSES OWNED BY AMERICANS.

Here is an example of how it would work:

If, for example, out of all the widgets that are sold in the U.S. today, 20% are made domestically and 80% are imports - the import percentage would be frozen at 80%.

Thus each widget manufacturer would be allowed to import widgets up to 80% of their own company’s sales.

Over a period of time the import percentage could be gradually reduced.

In the widget example, the 80% import penetration would be reduced to 75%, then 70%, then 65% etc. causing domestic manufacturing to increase from the frozen level of 20% up to 25%, up to 30% etc.

This process would continue until the desired level of balanced trade is achieved for the United States.

This would also eliminate the need for tariffs, anti-dumping legislation and other protectionist measures - since they would now be obsolete and irrelevant!

Certain industries related to national defense - should have the import percentage adjusted faster - to re-establish an adequate domestic production capability.


The graphic representation below shows how U.S. manufacturing gets "back in the game" with the NHFA Foundation solution. Chinese suppliers would have to ship to U.S suppliers, Chinese final product manufacturers would have to ship to U.S. final product manufacturers, and the unfair policies of the Communist Chinese government would no longer be a factor in the "level playing field" that this trade strategy would create! Manufacturing in the U.S. would be revived and would be the catalyst that would eradicate the US trade deficit and turn the U.S.economy around!It would transform free trade into fair trade.

Who would be responsible for the administration?

The administration of this trade plan could be efficiently done by transitioning many of the federal agents, clerks, managers and other federal workers that are currently assigned to tariff administration, antidumping oversight, and other protectionist programs – all of which could be eliminated - into the reduced administration needs of this new trade strategy.

Federal government access to import data, payroll data and other available information would permit computerized detection of violations.
